Windows warns me about the file. Is that normal?

Yes. New apps often trigger Windows SmartScreen. Click "More info" and then "Run anyway". Only download EMP Tweaks from this page.

Can I get banned for using it?

EMP Tweaks changes Windows, driver and game settings files. It never runs inside a game or touches its memory. If you don't want game settings changed, turn the Game settings switch off.

I have a new PC. How do I move my key?
